Salary: $133,556.80 - $170,456.00 Annually

The County of Santa Barbara's Behavioral Wellness Department is accepting applications to fill one (1) full-time position for a Branch Chief of Quality Care Management in Santa Barbara, California. Although this vacancy is being listed in Santa Barbara, applicants must be able to travel to Lompoc and Santa Maria.

THE POSITION

Under direction of the Assistant Director of Compliance and Quality Care Management, the Branch Chief of Quality Care Management is responsible for leading the Quality Care Management Branch. This position coordinates assigned activities with staff in other divisions and departments; provides highly responsible and complex staff assistance and administrative support to executive management staff; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

This is the third manager level in the Regulatory Compliance Management job family and oversees a division, function, or multiple programs within a department. Incumbents oversee highly complex and strategic regulatory compliance functions and have responsibility for significant budget/funding levels. Decision-making includes establishing work unit objectives and goals, exercising considerable discretion in selecting the method to address a problem or issue, and fostering collaboration among and between the work units supervised as well as work units under the direction of others. Positions have significant impact on the specific work units or divisions, which may have department-wide effects.

ABOUT THE DEPARTMENT: Founded in 1962, it is the mission of the Department of Behavioral Wellness to promote the prevention of and recovery from mental illness and addiction among individuals, families and communities, by providing effective leadership and delivering state-of-the-art, culturally competent services. The Department provides treatment, rehabilitation, and support services to 10,000 clients with mental illness and substance use disorders annually through its professional staff of over 400, in addition to its many contracted Community-Based Organization (CBO) providers.

SUPERVISION RECEIVED AND EXERCISED

Reports to the Assistant Director of Compliance and Quality Care Management. Oversees the work of several teams, including but not limited to: Utilization Management, Quality Improvement, and Training, through subordinate managers. Exercises direct and indirect supervision over assigned management, professional, technical, and administrative staff.


Examples of Duties

  1. Leads a division in the Behavioral Wellness department; develops, implements, and evaluates divisional and related departmental policies; supervises Behavioral Wellness Managers I/II and coordinates the efforts of Managers I/II to meet division and department goals; develops and monitors the division's budget and recurring performance measures
  2. Establishes annual or mid-term priorities, goals, and operational plans for the division or programs
  3. Recommends, establishes, and provides direction for new or revised services, programs, processes, policies, standards, or operational plans based on the department's longer-term strategies
  4. Develops, implements, and evaluates services and programs to ensure adherence to strategic and performance goals; manages work systems and processes; maintains and updates procedures; research trends and best practices in the area of assignment; and recommends and implements operational and program changes
  5. Analyzes existing quality improvement activities throughout the Department of Behavioral Wellness and participates in developing the Quality Management/Utilization Management Plan, Annual Quality Improvement Work Plan and Quality Assessment and Performance Improvement Plan
  6. Monitors compliance with Medi-Cal and other standards and requirements of the California Code of Regulations for a Mental Health Plan (MHP) and Drug Medi-Cal Organized Delivery System (DMC-ODS)
  7. Works with the Behavioral Wellness' department Policy and Procedure Manager to develop policies and procedures to comply with changes in the plan and with federal and state legislation and regulations
  8. Assists the Department Leadership Team and Assistant Director by coordinating reviews conducted by the California Department of Health Care Services and other authorized entities and assists Behavioral Wellness staff to prepare for review sessions
  9. Oversees the Training Team and advises on training related to changes in regulations and requirements to enhance skills of behavioral health program staff
  10. Oversees system-wide quality improvement monitoring processes including, but not limited to, medical records review, site reviews, peer reviews, medication monitoring, serious incident reporting, and utilization review
  11. Troubleshoots and resolves program or work unit issues and informs higher-level management of issues/resolution
  12. Supervises management, professional, paraprofessional, and support staff; conducts performance evaluations, employee development, hiring, discipline, and termination procedures
  13. Coordinates work with the general public, County staff, and external agencies; may represent the County on various professional committees; and prepare and make presentations to the public, elected officials, boards, and other stakeholders
  14. Keeps informed of laws, regulations, accreditation and licensure standards pertaining to quality assurance, outpatient and inpatient care, continuing care and other program operations for both mental health and alcohol and drug programs
  15. Mentors all direct reports to facilitate staff development and sufficient succession capacity within the organization

Employment Standards

Education and Experience
The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:

Applicants must possess valid California licensure in their profession at the time of application. Note on Out-of-State Licensure: Out-of-State licenses will not be accepted for this position.

  • Possession of a valid license as a Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences, or Clinical Psychologist issued by the California Board of Psychology; AND,
  • Seven (7) years of progressively responsible experience in a related field including at least three (3) years as a supervisor or manager.

Licenses and Certificates

For this position, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

  • Establish and maintain effective working relationships with a diverse range of individuals, including but not limited to coworkers, subordinate staff, supervisors, other managers, professional agencies, and the general public.

ADDITIONAL INFORMATION

May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.
