Salary: $103,417.60 - $131,976.00 Annually

The County of Santa Barbara's Behavioral Wellness Department is committed to promoting diversity, equity, inclusion, belonging and furthering health equity in our county. We are currently recruiting for an Equity Services Manager in Santa Barbara, CA to lead and guide our department's initiatives and efforts. Although this position is based in Santa Barbara, it will have countywide responsibility and will require occasional travel to Lompoc and Santa Maria.

THE POSITION: Under direction, the Equity Services Manager (ESM) is responsible for leading the development and implementation of the Department's diversity, equity, inclusion, belonging, and retention initiatives, including but not limited to outreach, analysis, compliance, strategic planning, and/or performance measurement within areas of behavioral health and recovery. Reporting to the Human Resources Manager, the incumbent will enhance equity & inclusion education efforts, supporting the development and facilitation of workshops, training, tools and resources. This position will
inform the Behavioral Wellness Department's policies, trainings, communication, hiring and recruitment practices to ensure providing culturally appropriate and culturally responsive treatment for our entire community. The aim of this position is to improve the quality of services provided to all individuals, reduce health disparities, and improve health equity in the county.

The Ideal Candidate will have:

  • Experience working in local, state, or federal level of government on complex issues related to equity, diversity, inclusion and access within a behavioral health setting.
  • Experience and knowledge of strategies to promote diversity, equity and inclusion programs and practices.
  • Demonstrated commitment to racial equity and justice, understands the concepts of institutional and structural racism and bias, and their impact on historically underserved and marginalized communities.
  • Demonstrated experience addressing cultural competence at all levels of the system including policy, programs, operations, treatments, research and investigation, training and quality improvements.
  • Ability to actively engage key internal and external stakeholders at all levels to foster behaviors, attitudes, policies, and initiatives that support racial equity efforts.
  • Working knowledge of federal and state employment and labor laws, Civil Service Rules, human resources policies, and procedures, and the ability to interpret complex guidelines, MOUs, codes, regulations, etc.
  • Effective skills in conflict mediation and familiarity with employment regulations related to diversity, equity and inclusion programs.
  • Ability to promote Cultural, Linguistic, Racial and Ethnic Behavioral Health Equity principles.
  • Demonstrated ability to collect, analyze, and report on various sources of data, and produce clear, engaging, and professionally written content.
  • Demonstrated ability to collaborate and guide supervisors/managers to foster an environment that is culturally sensitive.
  • Action and results-oriented, innovative, strategic, accepts accountability, energetic, and customer service oriented.
  • Effective oral and written communication skills, including outreach activities, public speaking, and media engagement.
  • Experience working with Mixtec and Oaxacan communities (preferred).
  • Bilingual Spanish/English (preferred).
  • Possession of a valid license as a Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), or Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences (preferred).

DISTINGUISHING CHARACTERISTICS: This is the first manager level in the Health Services Management job family and leads a team that supports the operations of a work unit. An incumbent performs advanced journey-level analytic health services administrative work and supervises the work of a team of at least two or more employees within a single work unit. Supervises public health, mental health and recovery, correctional health, and/or medical health functions such as researching and developing program, project, case, grant or related reports and materials; assisting in developing and administering health, wellness and recovery program policies and procedures, and other support activities related to assigned areas. Positions have a direct impact on the productivity of the work unit and execute annual goals and priorities as established with input from the next level manager.

SUPERVISION RECEIVED AND EXERCISED

Typically reports to a Level II or III manager. Provides direct supervision two or more individuals in a single work unit. Exercises direct and indirect supervision over assigned technical and administrative staff.


Examples of Duties

  1. Maintains and updates the Department's Cultural Competency Plan in accordance with state requirements; assists in preparing required quarterly reports, annual updates, and other analyses and evaluations for Cultural Competency activities; ensure compliance with state and federal cultural and linguistic regulations.
  2. Utilize the guiding principles provided by the County Behavioral Health Directors Association (CBHDA) to implement and guide system-wide policies, programs, operations, treatments, research and investigation, training and quality improvements.
  3. Collects and assesses cultural demographic data of individuals employed and clients served in the County of Santa Barbara, including race, ethnicity, socioeconomic demographics, language(s) spoken/interpretation, gender, and sexual orientation.
  4. Develops, plan, coordinate, and implement trainings and professional development for staff, stakeholder events, and recruitment events.
  5. Coordinates the creation of a framework and tools to evaluate racial equity and inclusion impacts of proposed Department's legislation, regulations, policies, programs and activities.
  6. Maintains an active consultative, and supportive relationship with consumer and family organizations, local planning boards, advisory groups, the State, and other behavioral health agencies.
  7. Prepares response plans to incidents of racial or cultural intolerance.
  8. Attends meetings as required by the position including, but not limited to County Behavioral Health Directors Association (CBHDA), Cultural Competence Equity Social Justice Committee (CCESJC), regional ESM meetings, various State meetings, meetings convened by various advisory bodies, and other meetings as appropriate.
  9. Maintains the Translation Request Services and serves as the lead for Translation Committees
  10. Provides guidance and assistance with Human Resources related processes and initiatives.
  11. Participates in mediation, employee relations, and arbitration processes with employees and other stakeholders.
  12. Other duties as assigned.

Employment Standards

Education and Experience

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:

  • Equivalent of a Bachelor's degree from an accredited four-year college or university in Social Work, Human Services, Psychology, Business or Public Administration, Public Policy, Behavioral or Mental Health, Sociology, Education, Ethnic Studies, Social Justice, or Public Health; AND
  • Three (3) years of experience in a behavioral health setting at professional or supervisory level.

Licenses and Certificates

For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

Knowledge of:

  • Principles and practices of assigned health services operational area(s), including, but not limited to public health, mental health and recovery, correctional health, and/or medical health.

  • Research, recommend, and implement industry trends, solutions, and best practices.
  • Resolve complex problems within area of assignment.
  • Prepare and oversee the preparation of reports, grant proposals, documents, and presentations.
  • Make presentations to stakeholders, elected officials, County leadership, and the public.
  • Collaborate with program stakeholders, elected and appointed boards, the public, and internal leadership.
  • Interpret and apply applicable laws, codes, regulations, and standards.
  • Communicate effectively, clearly, and concisely.
  • Establish and maintain effective working relationships with a diverse range of individuals, including but not limited to coworkers, subordinate staff, supervisors, other managers, professional agencies, and the general public.
  • Maintain accurate records and files.

ADDITIONAL INFORMATION

May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.

Countywide travel is required for this position. A valid California Class C Driver's License is required at the time of appointment.
