THE POSITION


Washington County Public Health Division is seeking an equity-centered Infection Prevention and Access to Care (IPAC) Branch Supervisor.
If you are passionate about increasing access to culturally responsive and linguistically appropriate clinical preventive services (e.g., childhood immunizations), community infection prevention (e.g., HIV/STI tests), and case management (e.g., TB care coordination) and have experience with grant writing and building trusted partnerships with communities that are marginalized (e.g., LGBTQIA2s+, BIPOC, houseless, substance use) and that may have co-occurring diagnoses, we invite you to join our team!

About our Branch:
IPAC is a new branch of the Public Health Division within the Department of Health and Human Services (HHS). The IPAC Branch Supervisor works closely with the appointed Local Public Health Administrator (ORS 431.418), Public Health Division Manager, Public Health Deputy Division Manager, contracted Local Health Officer (ORS 431.418), the Environmental Health (EH) branch and the Research, Analytics, Informatics and Data (RAID) branch to ensure the Local Public Health Authority's (ORS 431.413) compliance with state statutory mandates (e.g., OAR 333-014-0550), contracts (e.g., OHA Intergovernmental Agreement), policies (e.g., PH GEN 304 Required Licensure), and labor union agreements (e.g., Oregon Nurses Association). IPAC services and programs are primarily aligned with Public Health Modernization Foundational Programs (ORS 431.141) specifically: a) Communicable disease (ORS 431.142); and b) Clinical preventive services (ORS 431.145).

  • HIV/STI

About the Opportunity:
The IPAC Branch Supervisor is a member of the Public Health leadership team who plans, organizes, supervises, and coordinates the work of staff involved in providing public health services focused on infection prevention and access to care. In this role, you will also support development and implementation of the Public Health Division strategic plan and Washington County Community Health Improvement Plan, as well as other division-wide activities and initiatives. Leadership team members represent the division at meetings at the local, state, and possibly national level and coordinate with other programs, departments, and managers on related activities. The position reports to the Public Health Deputy Division Manager (DDM).
Primary duties may include, but are not limited to:
  • Assesses, plans, develops, coordinates, and implements programs and systems; supervises and trains personnel in their specific program area.
  • Works with staff to develop, implement, and monitor grants, contracts, and budgets.
  • Coordinates administrative and technical work with appropriate local and state programs, partners, and agencies and educational institutions; performs a variety of technical tasks relative to assigned area of responsibility.
  • Serves as the HIPAA Coordinator for Public Health Division and participates in HHS and County HIPAA coordination activities.
  • Implements and manages Washington County's 24-7 public health response system including coordinating with Multnomah and Clackamas Counties on the regional after-hours service provider contract and maintains oversight of an after-hours back-up system to provide communicable disease guidance in the event of a system failure.
This position is eligible for a hybrid work schedule including 2-3 days/week remote work.

Who we are looking for:
The ideal candidate will have a track record of being a leader and professional with exceptional leadership, organizational, supervisory, interpersonal, communication, fiscal, and management skills. Preferably, they also hold extensive knowledge, training, and experience in the following areas:
  • The principles and methods of communicable disease control and prevention;
  • Core competencies for Public Health Professionals and ability to apply these competencies in identifying professional growth opportunities;
  • Principles of program development, implementation, assessment, monitoring, and evaluation;
  • Supervision, training, and personnel management;
  • Theories and practices of public health administration;
  • Preparation and interpretation of descriptive statistics;
  • Public health laws and regulations; and
  • Principles and procedures of financial record keeping and reporting.
Preferred Qualifications (May not be required to be considered for the position):
  • Two (2) years of experience in a supervisory or management position of governmental communicable disease programs.
  • FEMA Certificate: IS-00100.c Introduction to Incident Command System, ICS-100
  • Certified Health Education Specialist (CHES), National Commission for Health Education Credentialing, Inc.
  • Master Certified Health Education Specialist (MCHES), National Commission for Health Education Credentialing, Inc.
  • Certified in Public Health from the National Board of Public Health Examiners

MINIMUM QUALIFICATIONS

Education and Experience
Must meet one of the following minimum qualifications to be considered:

  • Possession of a Doctorate Degree in public health, nursing, environmental sciences, public or health administration, or related science or health fields; and two (2) years of experience in a supervisory or management position spanning responsibilities in the defined principal duties of this position classification; OR
  • Possession of a Master's Degree in public health, nursing, environmental sciences, public or health administration, or related science or health fields; and four (4) years of increasingly responsible experience, including two (2) years of experience in a supervisory or management position spanning responsibilities in the defined principal duties of this position classification; OR
  • Possession of a Bachelor's Degree in public health, nursing, environmental sciences, public or health administration, or related science or health fields; and six (6) years of increasingly responsible experience, including two (2) years of experience in a supervisory or management position spanning responsibilities in the defined principal duties of this position classification.

Selection Process
