Washington County Developmental Disabilities Division, under the Department of Health and Human Services, is hiring a full-time Bilingual Spanish/English Oregon Needs Assessment (ONA) Specialist. The Bilingual ONA Specialist conducts functional needs assessments for individuals who are Medicaid-eligible and desire funded services in Washington County. In this role, you will be responsible for using a standardized tool to assess the level of support needed for individuals enrolled in Developmental Disabilities services in Washington County. The primary responsibilities for this position include:

  1. Completes ONA assessments as specified in Oregon Administrative Rule (OAR) 411-425-0055which include but are not limited to:
    • Ensures all ONA assessments are completed for eligible individuals accurately and within required timelines. This includes completing file reviews, face-to face interviews, and participant interviews.
    • Uses eXPRS to record ONAs and document all ONAs in progress notes.
    • Completes reports and communicates with administrative staff and service coordinators (SC) regarding the results of the ONA including service authorization and rates.
    • Enters and maintains data in spreadsheet for tracking and quality assurance.
    • Coordinates and schedules assessments with the SCs, Individual Support Plan team, the individual, and/or their designated representative, and other relevant parties.
    • Communicates any concern or information noted during the assessment with the SC and/or their supervisor, as needed.
    • Stays abreast of all eXPRS updates needed to conduct the ONA in the eXPRS system.
    • Completes core competency training provided by Oregon Developmental Disabilities Services (ODDS) prior to completing ONAs.
    • Completes follow up trainings, phone conferences, and other mandatory trainings as directed by ODDS.
  2. Assists Washington County Health and Human Services Developmental Disabilities (WCHHSDD) management in monitoring the quality of services delivered within Washington County.
  3. Assists WCHHSDD management in the identification of existing and insufficient service delivery resources or options.
  4. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society.

Alternative work schedules will be considered, and you will be eligible for a hybrid work schedule including remote work 3-4 days per week.

The Ideal Candidate
The ideal candidate will have experience working with individuals and families whose preferred language is Spanish. They will have experience working with administrative rules, caseload management, and assessment procedures. They will also have exceptional written and verbal communication skills in both English and Spanish and the ability to lead, coach, and collaborate with diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities. Additionally, they will have diverse experience working in the developmental disability field and the ability to work independently while remaining active as a team member.

Minimum Qualifications
  • Five (5) years of human services related experience including one (1) year of Developmental Disability case management experience; OR
  • Associate's degree in any field AND three (3) years of human services related experience including one (1) year of Developmental Disability case management experience; OR
  • Bachelor's degree in any field AND one (1) year of Developmental Disability case management experience.
  • Two (2) years of human services related case management experience may substitute for one (1) year of required Developmental Disability case management experience.

  • Some positions in this classification require the completion of a criminal history check in accordance with Oregon Administrative Rules.
Bilingual Positions
Designated bilingual positions require that the incumbent have knowledge of the Spanish language, spelling, grammar, and punctuation. Skills in writing Spanish accurately; ability to speak Spanish fluently; and ability to communicate clearly and concisely both orally and in writing are required. An additional $75 per paycheck is provided to employees occupying positions designated as bilingual. Pay periods are every two weeks.

  5. Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the successful candidate(s) and extend an offer of appointment.
  6. Post-Offer Check: The successful candidate(s) will require to successfully clear a third-party background check and Spanish bilingual proficiency tests (oral and written) as pre-employment conditions and Oregon State comprehensive background check as a condition of continuous employment.
  7. Start Date: A start date will be determined after all pre-employment condition(s) have been met.
