Seneca Holdings is seeking a Director of Proposal Operations in the Chantilly, VA office.

Responsibilities include, but are not limited to:



  • Manage team of proposal managers to align resources with proposal efforts
  • Provide leadership, performance support and mentorship to proposal managers on the team
  • Ensure quality proposals are produced by the proposal management team
  • Work collaboratively with other corporate organizations and partners
  • Lead high level-complex and/or competitive proposal efforts
  • Serve as volume lead/writer/reviewer
  • Manage multiple concurrent RFx responses:
  • Review solicitations
  • Outline response templates to RFx requirements
  • Draft and edit proposal content
  • Navigate database/Teams/SharePoint Libraries to gather information
  • Issue/Respond to partner data calls
  • Collect questions for submission
  • Review and format resumes for submission
  • Coordinate and schedules meetings (e.g., Kickoff Meetings, Color Team reviews, etc.)
  • Prepare compliance matrix
  • Conduct compliance review
  • Format and white glove documents as needed
  • Perform other duties as assigned


Basic Qualifications:



  • Bachelor's degree
  • Eight (8) years' experience with Federal Government proposal management
  • Three (3) years' experience in managing a team
  • Strong time management, organizational, and prioritization skills
  • Excellent writing and editing skills
  • Meticulous attention to detail with a focus on producing quality products
  • Demonstrated ability to work in a collaborative setting and effectively interact with team members
  • Customer service oriented with the ability to prioritize work and meet tight deadlines
  • Ability to work flexible hours as needed -possibly including some nights and weekends
  • Expertise with MS Office suite (Word, Excel, PowerPoint, etc.), Teams, SharePoint
