The City of Roanoke is seeking a Safety Specialist to perform a variety of routine and complex administrative, technical, and professional work in analyzing and administering various components of the safety, environmental and health programs. The successful candidate will develop, coordinate, and facilitate safety training for employees; administer safety incentives and safety inspection procedures; communicate occupational and health hazards and safety precautions to departmental staff; investigate accidents to determine causes and prevent recurrence; inspect job site and work practices to ensure compliance with safety procedures; and make recommendations regarding safer work practices if necessary. Knowledge of safety statistical measurement methodology is necessary. Ability to carry out assigned projects to their completion with minimal supervision. Ability to work independently. Ability to communicate effectively, both verbally and in written form. Bachelor's degree from four-year college or university with experience and/or training in safety management or occupational safety and health; three or more years related experience with knowledge of OSHA requirements. Must be certified in CPR/First Aid/AED and as a Defensive Driver Instructor or obtain certification within 1 year of employment. Must be proficient in MSWord and Excel. Certified Safety Professional (CSP) preferred, but not required. Possession of valid appropriate driver's permit issued by the Commonwealth of Virginia.

SUMMARY
Performs a variety of routine and complex administrative, technical and professional work in analyzing and administering various components of the safety, environmental and health programs.  

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Develops, reviews and implements procedures and formal written programs related to safety issues to enable compliance with all city policies and procedures and applicable regulatory standards

Coordinates and implements employee safety training procedures as well as facilitates training sessions; conducts safety meetings on a consistent basis

Investigates accidents to determine causes and prevent recurrence

Reviews all accident reports for thoroughness of investigations and corrective actions; develops and implements employee safety incentive programs

Develops the fire prevention program for City employees, including building evacuation procedures.  Responsible for, and administers, the annual fire extinguisher maintenance program and the annual sprinkler system inspection and test program. Maintains and updates emergency response plans and procedures

Establishes and administers safety inspection procedures; communicates occupational and health hazards and safety precautions to departmental staff

Evaluates effectiveness of safety program and training through employee feedback and internal audits

Evaluates hazardous conditions and recommends engineering controls, administrative controls, and/or personal protective equipment

Inspects job site and work practices to ensure compliance with safety procedures; makes recommendations regarding safer work practices as necessary

Assists department directors/managers in implementing corrective action involving driving and safety related issues

Assists Federal, State and Local representatives with inspections as required

Prepares and submits all required compliance reports; collects, analyzes and maintains data essential for effective safety and environmental programs

Develops materials for and presents new employee health and safety orientations

Challenges conventional thinking, explores new technology, and implements new ideas

Stays abreast of safety regulations; researches and recommends safety equipment and products

Assists environmental management and engineering with issues relating to employee safety

Assists Risk Management Officer in coordinating the Americans with Disabilities Act (ADA) ensuring fair and equal public accommodations on city owned properties

SUPERVISORY RESPONSIBILITIES 
This job has no supervisory responsibilities.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE 
Bachelor's degree from four-year college or university with experience and/or training in safety management or occupational safety and health; three or more years related experience with knowledge of OSHA requirements. Must be proficient in MS Word and Excel.

LANGUAGE SKILLS 
Ability to read, analyze, and interpret technical journals, reports, and documents. Ability to respond effectively to inquiries or complaints orally and in writing. Ability to effectively present information to management, and employees. 

REASONING ABILITY 
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS 
Certified Safety Professional (CSP) preferred, but not required,  Must be certified in CPR/First Aid/AED and as a Defensive Driver Instructor or obtain certification within 1 year of employment. Possession of valid appropriate driver's permit issued by the Commonwealth of Virginia.
