Job Overview: IRC in Seattle's New Roots program has developed services and infrastructure aimed at engaging low-income families in urban agriculture, nutrition education, and healthy food access navigation. New Roots builds on the agricultural experience of many new refugee and immigrant families by providing access to land, materials, and education for program participants to grow healthy food. New Roots Program Services include: Increasing Food Access, Fostering Income Generation, Improving Nutrition, Building Community, Developing Leadership and Skills. The program addresses food and land access for refugee, immigrant, and low-income communities in South King County through community and market gardening, food systems education, and small farm business development. The New Roots Program Manager is responsible for program implementation and will provide oversight, management, and support for all program activities, staff, and funding streams. Major Responsibilities:
- Oversee all aspects of the New Roots Program at IRC Seattle including program implementation, development, grant management, budget oversight and management, leadership, and staff support and supervision
Program Implementation
- Support staff to implement New Roots program activities including, but not limited to, supporting gardeners and farmers to operate gardens and farm sites; gardener and farmer education and training; wellness activities; food security programming; marketing and outreach activities; senior-focused activities; youth food justice and agriculture programming; and outreach to refugee communities to facilitate participation in New Roots activities, all with an emphasis on creating opportunities for participant leadership
- Ensure services are culturally and linguistically appropriate and trauma-informed while promoting well-being and independence
- Ensure programming involving youth follows IRC's Child Safeguarding policies
- Develop and review program reports and collect data for evaluation, tracking, and reporting purposes and to ensure compliance with donor requirements
- Support and develop monitoring and evaluation activities to assess program activities, document accomplishments, identify promising practices and lessons learned, and respond to participant and community feedback and needs
- Develop and maintain strong community partner relations, establish coordination meetings, and communicate regularly with partners
- Support the expansion of gardening and farming opportunities for participants through cultivation of new partner gardens and/or securing expansion sites into new areas
- Increase visibility of the New Roots program through social media, and other media
- Identify gaps and develop and implement programs to address gaps
- Develop and manage all assigned budget in collaboration with health and wellness program manager, coordinators and finance team
Program Development
- Identify unmet needs, design programming, and develop funding to address gaps in services in response to staff, participant, and community feedback
- Support the development of high-quality funding proposals in collaboration with program and development teams
- Research and pursue private and public grant funding to sustain and expand New Roots program
- Collaborate with IRC's National New Roots Technical Unit to pursue funding opportunities
- Develop new strategic partnerships and funding opportunities and reach out to new potential partners to sustain and expand the New Roots program
- Maintain and develop relationships with funders and other partners who contribute donated services, time, funds, and goods to support New Roots program
- Partner with IRC colleagues including Development Team to acquire both in-kind and monetary donations to support the New Roots program
Grant/Budget Management
- Act as budget holder for all New Roots funding streams and overall New Roots program budget
- Manage Time & Effort reporting, track spending, develop and follow program and grant spending plans, monitor budget vs. actuals, meet regularly with Finance department, lead monthly Budget vs. Actual/Program Check In meetings with support from Development, Finance, Operations teams, and Leadership
- Manage budgets and approve expenses for New Roots related funds, ensuring costs are maintained within allocated budgets
- Develop and update evaluation tools to track progress and outcomes in New Roots programming
- Coordinate data collection and tracking efforts, including case notes for key services provided to New Roots participants and reports for funders and/or IRC headquarters
- Understand requirements of each individual grant and funder for New Roots program
- Responsible for compliance and timely reporting under multiple New Roots funding streams
Leadership
- Act as the leader of the New Roots program providing strategic vision and ownership of program objectives
- Organize and participate in annual planning activities for the New Roots program including developing and defining a vision and strategy in collaboration with the New Roots team, Health & Wellness Manager, Deputy Director, Executive Director, and other relevant staff
- Represent IRC and New Roots Program with partner organizations, funders, program participants and other community stakeholders
- Act as a member of the IRC Washington Senior Management Team
- In conjunction with other Program Managers take ownership of relevant strategic objectives, provide guidance and oversight to the appropriate objectives in the IRC Seattle Strategic Action Plan
- Work with IRC Seattle Senior Management Team, program leads and other staff, and ensure a good working relationship with all internal departments/programs in the design and coordination of new programming, provision of services, development activities, public relations materials, events and media communications
Staff Support and Supervision
- Provide direct support to New Roots Coordinators, Youth Roots Specialist, and other staff as relevant
- Oversee the recruitment, hiring and training of new team members
- Utilize IRC's People Management Standards including regular team and individual meetings, clear expectations, effective feedback, responsive support, and adaptive management approach
- Ensure program staff engage in training on trauma-informed approach and other relevant professional development and work to incorporate trauma-informed approach into service delivery, workload management, and staff supervision and support
- Provide mentorship and support to staff around professional development, workload management, trauma-informed approach, and staff wellness
- Cultivate an environment of teamwork through regular program meetings and on-going training
- Collaborate with team members to set performance and development goals and check in regularly on progress
- Conduct mid-year and annual performance management evaluations
- Assist in recruitment, training and oversight of volunteer groups, individual volunteers, and interns
- Participate in IRC Seattle staff meetings, SMT meetings, training, staff wellness activities, and fully engage as member of the team
- Comply with all policies, procedures, and protocols of the agency
- Perform other duties as assigned

Qualifications
Job Requirements:
- Relevant degree or equivalent professional and/or lived experience
- Lived experience as a refugee or immigrant is preferred
- In lieu of lived experience, experience working with refugees and/or immigrants; cross-cultural or overseas experience accepted
- Minimum of 3 years of related professional experience in the areas of Food Security; Agriculture; Food Justice; Program Management; Grant Management; Grant Compliance; Social Services; Refugee and Immigrant Services; Humanitarian Relief; Staff Supervision; Donor Relations; etc.
- Demonstrated knowledge of agriculture and food production required, specific experience with urban agriculture, nutrition education, and healthy food access navigation strongly preferred
- Experience providing support to staff and understanding of staff well-being, managing workload, professional boundaries, setting clear expectations, and providing direct feedback
- Leadership, team building, and training skills and experience
- Experience working with and ability to interact and connect with people from diverse backgrounds
- Understanding of language access, trauma-informed approach, and refugee and immigrant services
- English proficiency, both spoken and written, and professional proficiency in language(s) of local immigrant and refugee communities (i.e., Arabic, Dari, Kinyarwanda, Pashto, Somali, Spanish, Swahili, Ukrainian, Burmese, Nepali etc.) preferred
- Public speaking experience and ability to professionally represent IRC and its mission
- Strong organizational skills including flexibility, detail oriented, prioritizing, planning, and effective time management
- Ability to work independently to ensure proactive, quality performance of duties, as well as ability to work as part of a team
- Computer skills, particularly knowledge of Word, Excel, and all Microsoft Office applications
