Job Description ENSCO, Inc. Mission Systems Group (MSG) has a contingent opportunity for a Senior Engineer 1 supporting the Deputy Chief Technology Office for Mission Capabilities (DCTO(MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). Primary responsibilities focus on providing assessment and integration of joint warfighting requirements to support the Under Secretary of Defense for Research and Engineering (USD(R&E)) as the technical advisor to the Joint Requirements Oversight Council (JROC). Other responsibilities include support to the Joint Warfighting Concept (JWC) by developing and refining concept-required capabilities (CRC) and mission-level concepts to enable more focused mission-engineering analysis, prototyping, and experimentation activities within OUSD(R&E).
The ideal candidate for this position is self-motivated, possesses broad experience in leading the planning and execution of complex missions and system analysis efforts, is comfortable in a dynamic, fast-paced, collaborative work environment, and is able to identify and prioritize necessary tasks/activities to ensure program and organizational success.
Duties will include planning and execution of complex mission and systems analysis efforts which may include Technology Analysis and Assessment, System Definition, Systems Analysis, Systems Architecture development and architecture products for Systems of Systems (SoS), kill chain analysis, SE trade space and analysis to define capability gaps, Modeling and Simulation activities for mission improvement, or Logistics support of Department of Defense (DoD) systems.
Essential Job Responsibilities
- Facilitate the prioritization of critical DoD missions requiring accelerated technical solutions, and rapidly ideate to identify potential innovative approaches, technologies, and capabilities to address them, and provide that information to MI, P&E and other stakeholders to inform mission engineering studies, prototype development, and experimentation. Serve as the OUSD(R&E) lead for gap analysis, requirements coordination, and assessments to support USD(R&E)'s role as Advisor to the JROC.
- Coordinate with MDJO stakeholder organizations to maintain awareness of a broad array of strategic guidance and related products and assess that material to identify priority missions requiring accelerated technical solutions.
- Lead coordination and analysis to support USD(R&E) in advising the JROC on matters within OUSD(R&E) authority and expertise to inform and influence requirements, concepts, capabilities-based assessments, and concepts of operation.
- Support JCIDS actions related to JWC-driven, threat informed requirements generation, to include CPMR issues, and other topics within MDJO's purview
- Prepare executive leadership for JCBs and JROCs, to include coordination with external OUSD(R&E) offices
- Provide situational awareness to internal and external OUSD(R&E) subject matter experts for JROC-related topics within their purview, and coordinate with them to facilitate their involvement.
- Provide selective support to FCBs aligned with JWCs and JWC Supporting Concepts to increase OUSD(R&E) influence and shaping of JWC-derived requirements
- Liaise with the DARPA-facilitated TDWG as appropriate to leverage the group for potential technical solutions to JEONs/JUONs and other priority mission gaps as required
- Provide strategic leadership and communication within OUSD(R&E) to ensure that basic research, science and technology, defense modernization areas, mission engineering, developmental prototyping, experimentation, technology protection policy, and test infrastructure are informed in part by and aligned with priority mission gaps
- Facilitate the awareness of mission thread analysis and prototyping/experimentation results within warfighter forums
- Identify mission gaps and potential solutions to inform MI's analytical agenda and P&E's prototyping and experimentation campaigns
- Provide subject matter expertise support and technical analysis to Joint Staff CPMRs and other JWC-related "Campaign of Learning" initiatives, to include Globally Integrated Wargame to further refine JWC gaps, CRCs, and mission-level concepts
- Coordinate with appropriate SMEs in DCTO (Science & Technology) and DCTO (Critical Technologies) to ensure their Technology Roadmaps are aligned with priority mission gaps.
- Facilitate the transition of priority demonstrated joint capabilities to the Military Services and other partners through persistent, proactive stakeholder engagement.
- Execute a RDER Transition Working Group, develop and execute RDER Transition Plans, and engage with the P&E RDER team, and transition stakeholders associated with those plans to mitigate risk and facilitate successful transition of priority RDER projects into Military Service programs of record.
- Coordinate with appropriate stakeholders and leverage available tools, processes and forums to proactively facilitate transition for select multi-component capabilities, to include but not limited to routine engagement with: Military Service "Plans and Programs" Directorates or equivalent, OSD CAPE via PRTs, Issue Teams and SPRs, the OUSD(A&S) via the CAP process and IAPRs, and the Joint Staff through existing JCIDs process and forums, to include CPMRs.
- Facilitate service-specific transitions of proven capabilities into Military Service programs of record, shall provide Transition SMEs with expertise and background on the Department-specific processes and cultures, in each of the Departments of the Air Force, Navy and Army, to include experience related to PPBE and the Defense Acquisition System.
- Assist with leveraging the APFIT process and funding, as appropriate, to facilitate the transition of priority capabilities.
- coordinate with other offices across the DoD as required, to advise them on successful strategies to facilitate transition of emergent technologies into programs of record.
Qualifications Required (Skills)
- Bachelor of Science degree with 15+ years relevant experience within a related field
- Experience leading the planning and execution of complex mission and systems analysis efforts which may include Technology Analysis and Assessment, System Definition, Systems Analysis, Systems Architecture development and architecture products for Systems of Systems (SoS), kill chain analysis, SE trade space and analysis to define capability gaps, Modeling and Simulation activities for mission improvement, or Logistics support of Department of Defense (DoD) systems.
- Experience in supporting technical, managerial, or operational fields demonstrating strong and professional oral and written communication skills across various stakeholders at varying levels of leadership/seniority.
- Experience communicating, interfacing, and interacting with Joint Staff, Services, and warfighters on topics associated with engineering and analysis Ability to work effectively both independently and a part of a collaborative team

Location of work: Metropolitan Washington, DC area; and other CONUS or OCONUS locations as required.
